GENERAL SCOPE OF WORKS:
Construction
Management Services include the following scope of works:
a. Pre
– Construction Services consisting preparation of cost studies, estimates and
cash flow analysis; development of work programs; preparation and / or review
of contract documents, evaluation of bids from Contractors.
b. Works
Engineering Services during the construction period consisting of inspection,
coordination, evaluation of work accomplishments including claims for payments
submitted by Contractors, cost evaluation of changes in the work, maintaining
pertinent office and jobsite records and files.
c. Construction
Supervision Services consisting of canvassing of prices securing proposals,
review and evaluation of bids on owner-supplied materials, equipment and other
specialty works not covered by the General Contractor contract including
management and coordination of the same and all other works during the
construction period.
d. Testing,
Handing Over and Project Completion.
II. PRESECUTION OF
WORK:
The Construction Manager
shall assume full charge of the work and shall furnish competent personnel
consisting of civil, sanitary, electrical and mechanical engineers, clerical
staff and other technical personnel including jobsite office equipment and
supplies necessary in the prosecution of the work prescribed herein as follows:
A. PRE
– CONSTRUCTION MANAGEMENT SERVICES:
1. Prepare
periodic cost evaluation and estimates related to both the over-all budget and
to the preliminary allocations of budget to the various systems.
2. Prepare
work schedule using PERT / CPM network
3. Prepare
cash flow analysis to guide the owner in determining the monthly funding
requirements of the project.
4. Review
drawings and specifications, architectural and engineering for the purposed of
advising on site conditions.
5.
Conduct pre-bid conference among Contractors, Sub-Contractors to be sure
that all bidders understand the components of the bidding documents and
management techniques.
6.
Submit recommendations on proposed breakdown of contract works and
owner-supplied materials including list of suggested Contractors and
suppliers.
7. Check
bid packages, drawings and specifications to eliminated overlapping
jurisdiction among the separate Contractors.
8. Recommend for early purchase of those
specified items of equipment and materials that require a long lead time for
procurement and delivery, and expedite purchase in general.
9. Evaluate bids submitted for the project.
B. WORKS ENGINEERING
SERVICES:
This Phase is during the construction
period consisting of inspection, coordination, evaluation of work
accomplishments including claims for payments submitted by the Contractors,
cost evaluation of changes in the work, maintaining pertinent office and
jobsite records and files.

and Test Procedures / Results
3. Undertake
cost evaluation of Contractor’s extras and credits corresponding to contract
additions and deletions brought about by changes in the work.
4. Work
Schedule Evaluation and Reports.
5. Measure
and evaluate completed work and submit recommendations on claims for progress
payments submitted by Contractors.
6. Require
the Contractor to submit shop drawings when necessary for approval by the
Architect or Engineer prior to star of work.
7. Review
As-Built plans submitted by Contractor upon completion of work to ensure
correctness and accuracy of the same.
8. Determine
final completion and provide written notice to the Owner and Architect that the
work is ready for final inspections. Turn-over to the Owner all
keys, manuals, record drawings and maintenance stocks.
9.
Coordination with the Architect and Contractors regarding clarifications on
plans and specifications and other matters to ensure expeditious performance
and completion of the work.
8. Maintain office and jobsite records and file
on the project.
11. With the Owner’s
maintenance personnel, direct the checkout of utilities, operational systems,
and equipment for readiness and assist in their initial start – up and testing.
B. CONSTRUCTION SUPERVISION SERVICES:
This is based on the assumption that the work will be undertaken
with a general contractor and separate contractors with direct contractual
arrangement with the Owner for specialty works as mechanical works,
air-conditioning, elevator works, and other specialized works as would be
decided by the owner.
Construction Supervision Services shall
include the following:
1. Project
control
2. Revise and
refine the approved estimate of construction cost, incorporate approved changes
as they occur, and develop cash flow reports and forecast as need;
3. Provide
assistance to the Owner’s purchasing personnel thru review of proposals on
owner – supplied materials and equipment to verify conformity to project
specifications prior to purchase of the same by the
Owner.
4. If required, assist the Owner in
selecting and retaining professional services of a surveyor, special
consultants and testing laboratories. Coordinate these
services.
D. TESTING, HANDING OVER AND PROJECT COMPLETION:
During testing, hand-over and or project completion the
construction management team will supervise the detailed planning of the
testing and commissioning program. Coordinate system completion and
testing of components and equipment by contractors and suppliers.
Ensure all documentation of testing and maintenance of equipment
is presented to building maintenance staff. Compile, review and
hand-over to the client all project records and documents. Ensure as
built drawings are complete and then hand them over to the client. Prepare
and present to the client a final hand-over report.
